Purpose

To provide processes where Racing Queensland (Racing QLD) has specific delegations from the Chief Executive of the Queensland Department of Education and Training (DET, Qld) to manage training contracts in the racing industry.​​

Overview

​Racing QLD has been delegated certain functions and powers to register and regulate training contracts of apprentices and trainees in related racing industry ​apprenticeships and traineeships.

As a delegated authority, Racing QLD is responsible for complying with the functions delegated to them under the Further Education and Training (FET) Act 2014.

Responsibilities

Racing Queensland 
  • satisfy the provisions of the FET Act 2014 when exercising its delegated authority
  • maintain recordkeeping systems to ensure full and accurate records are adequately documented and processes followed when making decisions under the FET Act 2014
  • issue all relevant correspondence when exercising a delegation
  • provide quarterly reports to DET, Qld Metropolitan North Regional office on delegations used.

  • manage Racing QLD apprenticeship and traineeship transactions in DET, Qld's database – Direct Entry level Training Administration (DELTA)
  • provide Racing QLD quarterly delegations reports to Queensland Apprenticeship and Traineeship Office (QATO)
  • provide a supply of blank Completion Certificates to Racing QLD
  • provide ongoing support and training to Racing QLD.
Australian Apprenticeship Support Network (AASN) provider
  • electronically lodge details of the training contract into the Training and Youth Internet management System (TYIMS).

Process

​Registration of Training Contracts

AASN provider
 
Where an AASN provider facilitates the signing of a training contract in racing industry qualifications, they will:
  • enter the training contract details into TYIMS and electronically transfer to DELTA
  • forward a hard copy or electronic copy of the training contract to Racing QLD.
Racing QLD
  • exercise their delegation to register or refuse to register a training contract
  • notify the Metropolitan North Regional office of their decision
  • notify the parties in writing, including parent (if applicable and appropriate) of the decision to register a training contract.
DET, Qld Metropolitan North Regional office
  • when advised by Racing QLD, change the status of the training contract in DELTA to ​registered or refused
  • inform Racing QLD of the registration number and nominal completion date if approved
  • confirm with Racing QLD when a training contract has been refused.

  • update the details of the training contract in DELTA when notified by Racing QLD.

Completion of Training Contracts

  • follow the processes set out in the Completing an apprenticeship or traineeship procedure
  • notify the Metropolitan North Regional office that an apprentice or trainee has completed
  • notify parties, including parent (if applicable and appropriate) in writing that the training contract has been completed
  • send Completion Certificate to the apprentice or trainee.

  • when advised by Racing QLD, complete the training contract in DELTA.

TYIMS – Commonwealth's Training and Youth Internet Management System (TYIMS) is an overnight transfer process where training contracts are validated against risk identifiers and business rules to ensure the contract meets legislative and departmental policy and administrative requirements.
